Online Support for European Elections

The SPEV (Online Support for European Elections) application is a component of the ISUNZ (Civil Registries and Vital Statistics – CRVS) system, developed to support European election processes for the Ministry of the Interior.

Its primary function is to process and harmonize voter data from Slovenia and other EU countries, ensuring accurate synchronization with the EVP (Voting Rights Register) — one of the key registries within ISUNZ — before every European elections.

The system integrates with CIRCABC (Communication and Information Resource Centre for Administrations, Businesses, and Citizens), an EU open-source platform that facilitates secure, collaborative information sharing. Key features of CIRCABC include document management, version control, multilingual support, and enhanced EU-wide interoperability and accessibility.

SPEV plays a crucial role in voter data exchange, enabling:

  • Retrieval and submission of voter and candidate information between Slovenia and other European countries.
  • Management of data on Slovenian citizens voting or running as candidates in other EU countries.
  • Identification of individuals from CIRCABC using data from the CRP (Central Population Register).
  • Preparation of voter rights notifications for individuals registered in EVP ahead of the European elections in Slovenia.

With its seamless integration and robust data-handling capabilities, SPEV enhances electoral transparency, accuracy, and compliance with EU regulations.
